Mark DiCarlo is the inventor of RainIons and a visionary executive with over two decades of expertise leading large-scale organizations. He is a creative planner responsible for revolutionary policy and congressional interest program innovations and enhancements throughout the federal government. While on active duty, Mark developed the Identity Matching Engine for Security & Analysis (IMESA) for the Department of Defense. The IMESA continuously vets identities against authoritative data sources to support fitness determinations for installation access and law and order on installations. The IMESA vastly enhances the security of $1.7 trillion dollars in resources, and the safety of over 12 million people. The IMESA is now included in the National Defense Authorization Act. He was also the security project manager for the Federal Government Airport Interoperability Team, where he developed force protection mandates to improve United States airport/air transportation security. The concepts greatly improve the safety of 700 million passengers a year.
Mark and his wife Stormie have two children, and live in Eugene, Oregon. He enjoys martial arts, yoga, and science fiction.
