Frank E Lugo Jr. is a Co-Founder of RainIons. He is a performance driven professional with 30+ years in high level leadership and executive management positions in the U.S. Marine Corps and government/civilian sector. Known for fusing his expertise in physical security, anti-terrorism, force protection, emergency management, safety, and identity management with comprehensive strategic planning, analysis, and organizational/communication skills in order to maximize results.
In the Marine Corps, Frank commanded at the strategic, operational, and tactical levels during peace and wartime. He oversaw both Marine Corps Security Forces for Europe and Bangor. In Europe he directed 300+ security missions in support of the Global War on Terrorism. He also managed a budget of over $50 million and completed the construction and renovation of nine projects totaling over $15 million. During his tenure at Bangor, he led 450+ Marines who provided physical security to the U.S. Navy’s West Coast Submarine Nuclear Ballistic Missiles and managed a $6.6 million military construction project. Finally, Frank, in collaboration with Mark DiCarlo, co-developed the Identity Matching Engine for Security & Analysis (IMESA) for the Department of Defense.
After his military career, Frank spent the last decade as VP of Government Services, VP of Program Operations, Physical Security Subject Matter Expert of a small government contractor company, and mostly recently as the Strategic Physical Security Planning Supervisor, Program Manager, and Senior Analyst at Colorado Springs Utilities. At CSU, Frank oversaw Physical Security and Critical Infrastructure Protection (CIP) for over 310 Sites/Assets.
Frank and his wife, Clotilde, have two children and live in Colorado Springs, Colorado. He enjoys riding his Harley Davidson motorcycle, is an avid traveler, and expert marksman.
